Mario Cesar Dos Santos has been ordered deported after admitting to creating a fake branch of the Department of Homeland Security and selling counterfeit DHS and FBI identification cards.
Dos Santos entered the United States in 2016 and later overstayed his visa. He was arrested in February.
A Brazilian illegal immigrant who admitted to creating a fake branch of the Department of Homeland Security (DHS) and selling counterfeit DHS and FBI identification cards — which he claimed would provide immunity from federal immigration officers — has been ordered deported.
Mario Cesar Dos Santos, Jr., 50, who entered the United States in 2016 and overstayed his visa, is currently in removal proceedings, according to DHS. He was arrested in February at Orlando International Airport after arriving on a flight from Boston.
Dos Santos pleaded guilty to wire fraud and the fraudulent use of government seals.
As part of the scheme, Dos Santos claimed to be the president of the “Chaplain Emergency Management Agency” (CEMA), a fictitious federal agency he created to trick attendees at training seminars into paying for immunity from immigration enforcement.
DHS has released zero migrants at the border over the last year, according to Border Chief Rodney Scott.
Scott said, “That sent a message worldwide that there’s no return on your investment: Why are you going to go pay the cartels put yourself in that danger?”

“It’s not out officially yet, but we’re going to report soon a full year with no releases from the border,” said Scott, the commissioner of the U.S. Customs and Border Protection agency.
The success shows migrants that they lose money when they try to sneak into the United States, Scott said at Breitbart News’s Border Security, Public Safety, and American Sovereignty Event in Washington, DC:
Zero [releases] at the border. No new entrants coming in [because] they weren’t released. That sent a message worldwide that there’s no return on your investment: Why are you going to go pay the cartels [to] put yourself in that danger?
